KBA was engaged late in the process, when the proposed 180 unit Arts District project was moribund. This was due to certain key City department’s opposition to ground-up residential development directly adjacent to the downtown Los Angeles Arts District. First, Kate was able to help obtain Council approval to expand the Arts District boundary to incorporate the project area. Then, through extensive, hard-fought negotiations with the Community Redevelopment Agency, Kate overcame the final City department’s opposition. The key to success: she both mobilized a broad-based support coalition and devised a series of creatively applied, cost-effective public benefits surgically targeted to meet the City’s industrial zone job creation goals. The result: entitlement approvals were approved as requested. This project remains the only ground up residential project ever approved in the Arts District.
